Jammu 27 Apr..........In an ongoing initiative three days long teacher-student training workshop on popularization of science activities under ST Plan (Project) Govt. of India was concluded at Govt. Girls Hr. Sec. School, Rajouri which was organized by National Council for Urban and Rural Development Society (NCURDS) Jammu and Vigyan Prasar, Deptt. of Science and Technology  Noida.

Workshop inauguration was led by Mohd. Ashraf Rather Chief Education Officer Rajouri in the presence of Sh. Abdul Rauf Dar Principal Govt. Girls Hr. Sec. School Rajouri among which dozens of dignitaries and various teachers students from different schools  took participation. As the motive of the workshop is to study nature and its phenomena, various scientific concepts and teaching tools such as Seed Germination by various method, Pooter (insect Catcher), Sweep Net (Butterfly Catcher), Under Water Viewer, vermicarium, antarium, terrarium etc was prepared using household materials by the team of resource persons including Dr. Ashiq Hussain Principal Govt. Degree College Chatroo, Shamaile Nabi Asstt Prof. Galgotia Colege Noida and Mr. Kuldeep Gupta Master GGHS Simbal Camp.
The participants went for the nature walk to the wildlife sanctuary near Dhudadari Temple Rajouri that was companied by the team of resource persons where they get to know about the Nature and to study about the plants and animals closely. The resource persons explained them the various activities to explore nature in and around surroundings in a very coherent way. The participants learnt about tree profile, bark print, soil profile, leaf structure, leaf print, study of insects andother organisms and so on.
Mr. Kuldeep Gupta, resource person explained the concept of food chain and food web in a play way method for its better understanding with fun. In the valedictory program Dr. Ashaq Hussain presented a brief report of the program which was followed by an address by Mohd. Ashraf Rather Chief Education Officer Rajouri who lauded the efforts of Vigyan Prasar Deptt. of Science and Technology Noida and NCURDS for arranging such an activity based program for the budding scientists of the District. Mr. Abdul Rauf Dar Principal GGHSS, Rajouri also applauded the efforts of NCURDS for organizing such an informative workshop for the students as well as teachers in this far flung region of PirPanjal.
While receiving the feedback from the participants, certificates and activity based material and other necessary material related to the study of nature was distributed among the participants.
The programme concluded with vote of thanks by Zaffar Ullah Khan Founder Secretary NCURDS who while thanking Mr. B. K. Tyagi Head Vigyan Prasar Deptt. of Science and Technology Govt. of India Noida for this informative program and extended thanks to the CEO Rajouri and Principal GGHSS Rajouri for lending a helping hand and providing the space for organizing such informative programme.

In a historic move , Reserve Bank of India organised a "Banking Ombudsmann Scheme" in the Conference Hall of Degree College in collaboration withith NSS Unit of Govt Degree College Kishtwar. Shri P Shimrah, who is RBI Ombudsmann Incharge for J&K was invited  as the Chief Guest and Shri H. S Verma Secretary to the Office of Ombudsman, Reserve Bank of India , acted as Guest of Honour among which other Senior Officers of RBI were as Special Guest on the occasion.
The whole programme was presided over by Principal of the College Prof P. K. Sharma.
The whole programme was coordinated and managed by NSS Incharge Prof. Faisal Mushtaq Kichloo. Speakers explain in detail about Financial Transactions, Digital & Net banking, Cryptocurrency, Bitcoins,Saving schemes, Banking Reforms for Women, Banking frauds and steps to avoid them. Question answer session was held in the end where detail explanation was given to different questions put up by faculty and students. It is pertinent to mention that NSS Unit GDC Kishtwar headed by Prof Faisal Mushtaq Kichloo has already been actively involved  with great zeal and zest in almost all the Social, Developmental, Economical, Cultural and Environmental issues of the district in general and society in particular.

             From last several decades,  series of road accidents claimed hundreds of innocent lives in Chenab valley and its adjoining areas. Yesterday tragic accident over Gandoh Bhalessa road in which half dozen passenger were killed and other dozens were injured and are in critical condition, is one in the series of accidents that took place in Bhalessa area of Doda district in Chenab valley. The reasons are not far to seek with regard to these accidents.
               The deficient services has been leading to rash driving and worse condition of road resulting in accidents every now and then in Chenab valley. The passengers travelling in buses and other commuter services have lost their lives for no fault of theirs as they were just commuting on the roads as per their daily requirements. In most of the cases, accidents have been attributed to over-loading and bad condition of road. In some cases, the buses and other vehicles that have fallen into Chenab river have not been traced and the passengers also remained untraced for months together. Some of the bodies were sadly recovered from Chenab river tens of kilometers downstream after many weeks. The spate of accidents in the recent past were also caused by dilapidated road conditions and some of the roads are not traffic worthy just like interdistrict roads of kishtwar and Doda are the glaraing example of worse condition of road.
                   The Government and its agencies wake up to the situation only after some major accident has taken place that depicts just like after yesterday incident and District Development Commissioner Doda suspended XEN R&B Wing Gandoh .  Otherwise, the Government agencies go into deep slumber after announcing half-hearted measures to check the number of accidents and promises to improve the road conditions as well as the commuter services. Everything is forgotten once the anger of the people goes off after a weeks or months. No Government in the past has bothered to improve the commuter services for the convenience of the people living in far flung areas when dependable and reliable transport operations totally are missing in  the chenab region.
               "Inter district routes of Chenab Valley is so having so thrist of precious lives resulting the happening of traffic accidents in a daily routine due to sinking of slides as no precautionary measures are not yet taken since long that results increasing of traffic accidents day by day due to negligence and untrained drivers. Beside this the worse condition of all roads in Chenab Valley is the main cause of accidents, that had untimely killed many precious lives resulting someone to became widow, orphan and had broke the stick of old parents".
             Opinioning the fact , from last several years  I  Shafqat Shaheen Sheikh { Freelance Journalist, Columnist and Human Right Activist }  came to see that untimely death of precious lives had broke the ray of hope of his/her old parents and young childrens. Roads in Chenab Valley seem to have turned killers with accidents claiming more lives than the violence in state. Every day fatal accidents take place on Jammu Srinagar,  Jammu Poonch , Jammu Kishtwar Highways including Chenab Valley and other periphery
roads claiming dozens or more lives . This scene continues to be  happen on our roads, with authorities seen doing little or nothing to improve the conditions of roads or penalizing drivers for rash and negligent driving. The figure of road accidents are huge, but ironically the response of state government in checking the naked dance of death on the roads is too little. The representatives of Chenab Valley are watching dance of death on the roads.
Despite taking the necessary steps in stopage of traffic accidents traffic police is also playing game with precious lives by collecting corruption ( Hafta ) from transporters and drivers. Eyewitnessing the scene of traffic authorities some corrupt officers in chenab valley had put black spot on traffic police department who receives newspapers from drivers as corruption. Meanwhile like corruption in traffic police, condolence messages of Politicians , Civil societies and NGO’s in chenab valley had became a habit of politicians and others as they are waiting for happening of accident.
Unfortunately within a months traffic accidents over Doda Kishtwar roads including " Tragedy in Paikyul" and others such incidents shakes me badly as many precious lives became prey of these accident. In one of such tragedy in Doda and Kishtwar scores of passengers were killed as they all were unknown for such causes.      
        “Being a citizen of Republic India I asking from representatives and every citizen of Chenab Valley, Who is responsible behind traffic accident" ?
             Beside taking necessary steps in maintaining better road connectivity and deploying of new model buses in chenab valley , whenever accidents happened , politicians calls editors of leading newspapers to publish their condolence messages and express sympathy with beveared family and pray rest in peace
to departed soul and demanding exgratia relief from Chief Minister / Governor and Prime Minister relief funds to deceased family and free medical facilities to injured person .
Beside this , My opinion says that all legislatures , politicians are playing dirty game with chenab valley residents . As during election rallies they made big big promises with voters but reality differs to its fiction after election results without fulfilling the demands of poor masses . From last several years thousands of precious lives were killed in road accidents due to slideprone areas , violation of traffic rules, overloading , rash driving , running of ill fated vicheles but unfortunately state
government failed in meeting the cause of accidents and taking war footed steps to ensure better road  connectivity in whole chenab valley and rest other regions of state . The entire roads of twin district's are turning into a death trap. For years, people at the helm of affairs have turned a blind eye to this burning issue and practically did nothing to take action against the negligent elements within the administration nor addressed the root cause of these tragedies. The roads in most of the hilly areas of the state have become death traps . Every year thousands of lives are lost in road accidents in Chenab valley. The highest number of road mishaps takes place in Chenab valley region of Jammu comprising three districts of Kishtwar, Doda and Ramban. "While moving on this highway, commuter remain under a constant threat of shouting stones and landslide is like a death trap and we often go through it," The authorities have been seen sitting as mute spectators while number of accidents are happened  daily basis.
         Comparising of twin districts including Doda and Kishtwar , all the inter-district routes had become accidental rotutes as no check point is made is to curb the overloading , rash driving , use of mobile phone while driving , and others . This valley had lost precious lives in traffic accidents and since with in a month every single day became prey of precious lives in accidents . Though all representatives of twin districts stand responsible for such sudden incidents as they had never raise or took such measures to stop traffic accidents in Chenab Valley beside they are busy in expressing grief and condolence to bereaved family.There is need of traffic check points on every 5 kilometers in twin districts and need of hour to create post of SSP Traffic for District Doda and Kishtwar then who looks for traffic mechanism for this huge landscape. The need is to guage Thathri Kilhotran , Thathri Bunjwah, Kishtwar Chatroo , Kishtwar Padder , Doda Bhadrwah and various other routes of Chenab Valley. The main cause of accidents is overloading and rash driving that needs to be checked at every check point with in radious of 5 km . Bhalessa Bunjwah routes became deathtrap as the area comprise four Tehsil Headquarters that needs personal intervention of Hon'ble Governor of Jammu and Kashmir.
            The rise in road traffic without well-suited increase of road network has also been one of the factors responsible for traffic mishaps. Representatives and authorities need to put their heads together to come out with some corrective measures which can result in saving hundreds of precious lives lost otherwise in avoidable road accidents. As most of the accidents are blamed for rash and negligent driving. For this government should rise to the occasion, and initiate such measures which can make a difference on the ground so as precious lives can be saved.
        A philtrophic organisation Global Peace Foundation Jammu and Kashmir had demanded personal intervention of Governor Shri Satya Pal Malik and DGP Shri Dilbag Singh to create post of SSP Traffic for twin districts and check out the ground cause of accidents happening in every upcoming day.
        It is need of hour that war footed measures shall be taken in maintainance and restoration of all interdistrict routes of Doda are Kishtwar so as commuters shall feel safe during their journey .

  It is bitter truth that , Soon after the incident of traffic accidents happens representative , political leaders circulated their condolence messages and expresses sympathy with bereaved families.  One thing hurts me so badly that soon after such incidents , I see the condolences messages circulated by various political leaders on tragic incident and demanding exgratia relief and free medical treatment to injured ones .

Jammu, Apr Not with standing being trolled by ‘Key Board warriors’ on social media, Advocate Deepika Singh Rajawat is to be honoured by Indians Abroad for Pluralist India in Surrey for her astonishing role in fighting for justice to 8-year old nomadic girl in Kathua district of Jammu.
Indians Abroad for Pluralist India, an organization in Surrey is going to organize an event to felicitate Advocate Deepika Singh Rajawat on 18 May, 2019, wherein she will give a keynote address on the current situation in India under the right wing Hindu nationalist Bhartiya Janata Party government.
After Kathua rape and murder of nomadic girl, Advocate Deepika Singh Rajawat put all her efforts to ensure challan and arrest of alleged accused. She stood against the incumbent government of the period, due to which she had to face wrath of key board warriors, who demeaned her image for supporting a gujjar girl.
Unlike the prevailing mindset of section of people in India, particularly Jammu and Kashmir, the people in Canada have organized an event to felicitate the advocate Deepika Singh Rajawat for her fight for justice.
Moreover, for tireless service of Advocate Deepika Singh Rajawat, Karan Gupta Education Foundation, a Mumbai based organization has also nominated her 'I Am Woman' award.

Jammu 22 Apr .......The philtrophic organisation Global Peace Foundation Jammu and Kashmir today submitted a representation to Worthy District Development Commissioner Jammu and forwarded the copies to Hon'ble Governor,DG police and Divisional Commissioner regarding the fencing and railing of Tawi Bridge to avoid any further any incident and repeated suicides there.

In a written letter vide Ref. No. 02/GPF dated 22/03/2019 , Gen Secretary GPF said that hundreds of suicide and attempts have happened over this bridge among which are teenagers,as fortunately day before yesterday a young boy was saved by police constable who was jumping over from Gujjar Nagar Bridge . GPF whole team under supervision of Gen Secretary urged upon the governor administration to direct concerned authorities to fence and cover the bridge over Tawi River so that no such incidents of suicide happens on these bridges.

Kartar Corridor border  between the neighbouring nations of India and Pakistan, connecting the Sikh shrines of Dera Baba Nanak Sahib (located in Punjab, India) and Gurdwara Darbar Sahib Kartarpur (in Punjab, Pakistan). Pakistan recently allowed religious devotees from India to visit the Gurdwara in Kartarpur, 4.7 kilometres (2.9 miles) from the Pakistan-India border, without a visa.
The Kartarpur Corridor was first proposed in early 1999 by then prime ministers of Pakistan and India, Nawaz Sharif and Atal Bihari Vajpayee, respectively, as part of the Delhi–Lahore Bus diplomacy. On 26 November 2018, the foundation stone for the Kartarpur corridor was laid down on the Indian side. Two days later the foundation stone for the corridor was laid down on the Pakistani side.
On March 14, Pakistan and India’s delegations met on the Indian side of the Attari-Wagah border to finalize the modalities for the Kartarpur corridor’s opening. The development comes a few weeks after the two countries were on the verge of an all-out war.
Modi’s only interest in agreeing to any such meeting was  domestic political needs. For the Sikh population in India, the Kartarpur corridor initiative has an important ideological and political significance.
For Pakistan, the meeting with an Indian delegation concerning the full implementation of the Kartarpur corridor initiative had an altogether different meaning.
But the sudden revival of the proposal by the Pakistani Army Chief, as conveyed to Navjot Singh Sidhu, cabinet minister in the Indian state of Punjab, in August 2018, and the speed of developments thereafter, also lend to the surprise.
This credit to open the corridor goes to PM Khan and Gen Bhajwa.
While the Kartarpur success is definitely a confidence-building measure between India and Pakistan in terms of religious tourism and people-to-people contact, it is also a success of Diplomacy.

The decision to open the Kartarpur Corridor last has been a surprisingly positive move by India and Pakistan, surprising because the decision comes during a broken state of bilateral relations, where no official dialogue has taken place since 2012 and diplomacy has repeatedly failed . In keeping with the indian  government’s firm stance that terror and talks with Pakistan will not go together, India turned down several overtures this year from Pakistan for bilateral talks.

For Indian Sikh community, particularly from the state of Punjab, who have made several appeals since 1947 to access their holy shrine,  It also marks a political success for the governments of the two Punjabs. Since 1999, the political leaders of India’s Punjab,  have played a crucial role in building Punjab-Punjab ties. Supported by successive regimes in New Delhi, the Indian state of Punjab has been able to build and promote cultural, religious, economic, or business relations with Pakistan’s Punjab province. .
 Khan has been pushing for dialogue with India since he became prime minister in July and even extended an invitation to India to attend the upcoming South Asian Association for Regional Cooperation conference in Pakistan. However, despite agreeing to the corridor, India is not willing to engage with Pakistan until cross-border violence stops in Kashmir, according to Indian External Affairs Minister Sushma Swaraj. But at the same time
The Kartarpur Corridor ma be a small initiative to create some goodwill and ease one pressure on both states.

Furthermore Recently The Pakistan government  approved a proposal to establish a corridor that will allow Hindu pilgrims from India to visit Sharda Peeth, an ancient Hindu temple and cultural site in Pakistan- Azad  Kashmir, The Sharda Peeth corridor, will be the second religious tract after Kartarpur corridor that will connect the two neighbouring nations. Both the corridors will give a new fillip to the strained relations between the two neighboring countries

Jammu, April 16: The Director General of Police J&K Shri Dilbag Singh, IPS today visited Kishtwar where he held review meetings to take stock of the preparedness for the Parliamentary Elections with officers and addressed Police, Army and CAPF officers deployed in connection with Parliamentary Elections-2019.

DGP was accompanied by IGP Jammu Shri MK Sinha, IGP CRPF Jammu Shri Abhay Vir Chouhan and IGP BSF Jammu Shri N.S. Jamwal. During his visit to the far-flung areas of the district including Marwah, Dachan and later Kishtwar, he met local police, paramilitary and civil officers.

Addressing the officers at District Police Office Complex Kishtwar, the DGP impressed upon the officers to dispose of the cases on fast track basis and keep crime index check and also enhance public relations. He said that the District has been militancy infested but the sacrifices of Police and other security forces brought change and the remaining militancy shall be wiped out from the district.

The DGP stressed upon establishment of new SOG camps, Nakas and bunkers in District Kishtwar and advised all the security forces deployed in the District to work in coordination in order to neutralize the militants. He further said that noose must be tightened against the militants and their over ground workers.

DGP in his address further stated that because of the safe and secure environment of region, projects are being executed and development is taking place in the region for which credit goes to Police, Army, BSF and CRPF who have worked as a team and accomplished the mission of establishing the peace. DGP paid tributes to the martyrs and said that Jammu and Kashmir Police has earned a good name at National level due to their sacrifices for the Nation.

From law & order front, the DGP J&K advised the officers to reach each and every section of society in order to gain the confidence of general public, besides regular meetings should be held with members of the communities and they should be made stake holders for maintaining peace and order in the district.

 During his interaction with the officers of civil administration, police and CAPF, the DGP directed the officers to act tough against white collar criminals by identifying and booking them under relevant laws.

Referring to welfare measures, he said that PHQ is looking into various demands and more announcements are expected from State Government for the benefit of police personnel. He advised the police personnel to take care of health, hygiene and their families.

DGP assured that all the grievances brought into his notice will be addressed. He said that all the personnel especially lower ranks will be made comfortable. DGP directed the officers to perform their duties with zest and zeal during Parliamentary Elections and ensure that no untoward incident takes place and the whole electioneering process is carried-out smoothly. He said that action should be taken against the trouble mongers after identifying them.

Earlier, SSP Kishtwar Shakti K. Pathak gave resume of the functioning of District Police Kishtwar.

The interaction meeting was attended by Shri Munish Kumar Sinha, IPS, IGP Jammu Zone, Shri Bhim Sen Tuti, IPS, DIG DKR Range, Shri Angrez Singh Rana, Deputy Commissioner, Kishtwar, Shri Shakti K. Pathak, SSP Kishtwar, Addl. SP Kishtwar and other officers of Army and CAPF.

Despite the strict instructions from DEO Kishtwar not to indulge in MCC voilation during period of Parliamentary Election 2019 , the said teacher openly voilated MCC on social media.

              Source revealed that Shri Karnail Singh is campaigning secretly for BJP candidate but atlast He updated his facebook profile with tagline of BJP that is taking troll on social media.

In the recent past, governor Satyapal Malik granted Ladakh a divisional status, thus creating three administrative units of Jammu, Kashmir and Ladakh. The governor’s decision has fuelled demand for similar status to Chenab valley and Pir Panchal region. It is a matter of great concern that the governor ignored the regional aspiration of the people of Chenab valley and Pir Panchal region. The government in the past too had played a step mother relation with the region. Whenever there is a developmental scheme from the center, it occurs only in Jammu or Kashmir or their peripheral districts. The people of Chenab region only remains a spectator of these schemes. There are ample of examples of such schemes like, the establishment of AIIMS, Central Universities, IIT, Highways, Railways etc. 
Chenab valley, a geographical region, is a part of Jammu division. The valley sprawls over the district of Kishtwar, Doda, Ramban and Reasi covering an area of 1,3091 Square km and having population of about 960281 as per census 2011. The valley got its name from the mighty river of Chenab which run through these districts. The river is also mentioned in the literature of Vedas as Askini which indicates that the region had its own historic value since Vedic period. 
After granting divisional status to Ladakh the people of Chenab valley are also raising their voice for autonomous status. Like Ladakh, the valley of Chenab also undergoes uncountable geographical, economical, social and political problems. I am not going to discuss all these issues as I keep highlighting them off and on through my columns and would continue to do so in future. Through this write-up I am trying to lay emphasis on why there is need of an autonomous status for the valley. 
Geographically, the valley is bounded by mighty mountains of the middle Himalayas, thus making the region prone to landslide, avalanches & torrential Orographic rainfall. These catastrophes sometimes keep the region disconnected with the other parts of the state. 
The roads  in Chenab Valley and Pir Panchal regions have turned into virtual death traps. In the last five years, the Chenab valley has witnessed as many as 1193 road accidents. This has been revealed in reply to RTI application by M.M Shuja, RTI activist. Every time accidents take place on the NH 1B (highway from Batote to Kishtwar), politicians issue statements to express grief and sorrow over such incidents and the matter is forgotten till another unfortunate incident takes place. Till date no serious effort has been put to devise a comprehensive plan to make these roads safe and minimize accidents. Someone needs to tell our politicians that Chenab Valley and Pir Panchal regions are not the only places in the world which are nestled in the mountains. There are many places which are located at high altitudes but roads there are not so bad and are considered safe. 
Economically, the region has much potential in agriculture, electricity and tourism sector, which has always been remained undeveloped. The Chenab valley has very peculiar problems of agriculture, which are need to be addressed in focused manner. These problems can be solved by giving boost to the production of maize and peas in the area, establishment of mushroom, apiculture and saffron units, benefit of welfare programmes to farming community etc. The region is home to various mineral resources like gypsum, limestone and sapphire. Unfortunately these resources remained unexplored. 
Chenab valley is an unexplored gold mine of natural resources. There is a wonderful scope of adventure tourism, ecotourism and pilgrimage tourism in the region. Apart from Baderwah, there are numerous other sites in the region which are needed to be brought on the tourist map.  
The Chenab basin have spectacular potential in the production of electricity. Various projects like Dulhasti, Baglihar, salal are running successfully in the region and some of the more projects are under construction. There is a huge environmental impact of these projects on forests, Chenab river, wildlife and other local ecosystem. Thousands of forest trees have been cut down and in the coming years more than 1 lakh trees would be axed down for setting up new power projects.  From last 40 years we are being told that hydropower projects in the region will make our state self-reliant vis a vis energy and we would be selling power to other states. We have been given false assurances that there would be job creation through these projects. Neither we became self-reliant in energy sector nor could enough jobs be created in hydropower projects except some jobs for labourers. We are still buying power from other states and NHPC is exporting enough power from the region by plundering our natural resources. We have only lost, and gained nothing. We have destroyed our nature and in return got false assurances. 
On the social ground the people of valley witnessed poor development of educational institutions and hospitals. The unemployment rate is at peak. The culture also remained downgraded. The last but not least, the region is riddled with insurmountable problems with respect to delivery of developmental schemes, redressal of public grievance, conduct of administrative affairs and governance as such.  
The region is demanding the effective local institutional arrangement weather it be Chenab Valley Autonomous Hill Development Council (CVAHDC) or Divisional status. Only through these institution the problems of the region can be addressed and  can help promote and accelerate the pace of development and equitable all round growth.

Jammu 08 Apr ........On the occasion of Open House Discussion on Dialogue as the Best way to resolve Conflict, Syed Basharat Hussain President Jammu Kashmir Alliance for Peace and Conflict Resolution stressed on the urgent need to re-commit to interreligious and intercultural, inter regional dialogue and the promotion of tolerance, diversity and a culture of peace in Jammu and Kashmir .

        He focused that, this forum will serve as a unique platform to share knowledge and explore innovative ways of promoting inclusive approaches to conflict prevention and Resolutions as a pathway for sustaining peace and development in JK.

             While speaking on this occasion , Peer Ishfaq Bukhari Patron Karwani Shahi Hamadhan R.A stressed upon that
 Kashmir bleeds and for the past seven decades the people of Kashmir remain trapped in this status quo. The baggage of history weighs heavy on us and the change in this shift is possible only through sustained unconditional dialogue, which in today’s world is the most civilised and humane way to resolve conflicts.
Renowned Social Activist Syed Aijaz Kashani highlighted  an Islamic concept of peace;  the concept of justice in Islam, motivations for humanitarian work in Islam and the duty to work for peace. 
Furthermore  both Islam and Salam (“peace”) are derived from the same root in Arabic, Two words that share the same root in the Arabic language also share a relationship in meaning.
               Mohammad Hussian highlighted  the Kashmir Conflict is a legacy of the past. The international community had given Pakistan and India many chances to resolve the outstanding issues.  Right from partition apart from UN SC resolutions various agreements, mediations and talks have been articulated between the two nations. Tashkent Agreement, Shimla Agreement, Lahore Declaration, Agra Summit, Peace Process and Confidence Building Measures are the glaring examples. At the bilateral approach, the political leadership of both the countries have failed because prior to every sincere approach towards the resolution, Politically motivated opportunistic preconditions are placed which are not acceptable to one or the other stake holders and Kashmiri people due to power politics of two nuclear powers. Kashmir is a place of chaos and the relations between two Countries affects affairs of JK and kashmiri people are like sandwich between two powers .
           Sameer Bukhari prominent Social Reformer, stressed upon the Social Reformation as a tool for Conflict Resolution and highlighted various means and tools for conflict prevention and Resolution. 
         India and Pakistan should repair the damage they have done from past 65 years and pledge to cooperate in economic, technological and social areas. The Resolution of kashmir can be achieved by soft hand, making Line of Control as Line of cooperation to diminish and eliminate the mistrust and stubbornness between the two Power nations 
       Mohd Akbar, an Educationist from central kashmir said , that the members to SAARC have made postponements of SAARC Summits on five occasions. All regional powers are aware of the fact that the blame game of two Nations spoils the geopolitical landscape of South Asia instead of making things better domestically. If India and Pakistan want to make South Asia a peaceful and prosperous region, they have to adopt ideology of non-violence.

               Syed Basharat while concluding the session made the following observations, that India and Pakistan should resume the dialogue process and engage all the stake holders including the people of Jammu and Kashmir in a sustained unconditional dialogue aimed at resolving Kashmir issue and which will be imperative for lasting peace in South Asian Region. In order to move forward on Kashmir, there should be a proper mechanism.

               The only one ray of hope among a common man was Media as he was having lot of trust that only media can do justice with him . The current scenario of media had became threat to Democracy majorly due to his hate mongering and abysmal speeches and maximum media houses failed to bring factual and positive Journalism in public domain . Few days ago , during a protest somewhere in my valley , A protester rocked upon a so-called reporter not to cover their protest because alleging that before that the writer had received hefty amount from poor masses for publication of issues being faced by protesters . 
           In this modern era of technology everyone in field of private or government sectors feels easier to do work without spending much of his time  taking an advantage of internet. Taking help from other associates is another thing but copying the style of others is menace in society just like western culture, everyone wants to travel on same track . 
              “Like the other fields of working in society , the illegal Copying and Pasting has taken its first position”.
          In the field of Journalism that is called as 4th pillar of democracy has lost its sheen as the copy and paste journalists are waiting for same .
             The information technology age has made it easier for people to copy and paste works then make it believe as their own work. 
              A lot of people active on social networking sites simply copy and paste content updated by others on their own site is copy pasted by others using their own names and murdering the 4th pillar of democracy in Democratic India . 
            Being a Freelancer from last few years, I experienced that "There is a time now when plagiarism is galore but even then there is a trend to simply take the text and matter from a unknown source and put it like a news without confirmation and authenticity. In the race of first and fast news truth and reality dies it's own death. The net resultant is chaos lies and hollow stories doing the rounds making life of common people more than a hell".
         *Calling them CRAP (Copy Rewrite And Post) journalists*.
Copy pasting is a criminal offense and erring journalists shall be treated with iron hands . 
          Copy paste discourages research and promotes laziness to think of new ideas. 
             It is not wrong to go on social networking sites of others  but what is wrong is to copy that information of other and paste into ones blog as your own. 

                  *Numbers of social networking sites users have since become copy and paste journalists of irresponsible media house that creates a black spot on democratic pillar . Not only this there is every 10th or 12th failed students and calling himself as journalists that had murdered this profession . In these days the conflicts are arising due to circulation of fake and false information among society .  Irresponsible media has become a hub of corruption and a threat on democratic pillar, as the same on telephonic calls and other means of communications  introduces themselves as Bureau Chief , Special Correspondents and other designations of print and electronic media that in field of journalism is question mark for information department of state as concerned department had yet not taken any action against such fake journalists who even don’t know the value of this profession*  .
            
              This creates a problem where we cap people who have insufficient knowledge in their field of working. The real test comes when they cannot apply knowledge.
           Witnessing the same in various sectors , Copy paste and irresponsible media had reached on peak as the 4th pillar of democracy had became menace of corruption and blackmailing in society . 
               “Viewing the value of journalist in society , A real journalist is bridge between poor masses and administration to reach out the cause of poor masses on ground without any caste, creed, colour and religions . Unfortunately Copy paste journalist had became murderer of democracy in society as poor masses feel themselves unsafe from " CRAP " Copy Rewrite and Paste Journalists .  
       
            *Every one in society is unsafe from irresponsible media as they misuses the power of 4th pillar of democracy and people living in society feel unsafe* .
                 The quality of our profession is compromised to create the stories before they go to the sites and copy the information to their sites hoping of course that their readership has not seen the same story where from they took it. The bottom line is you were not called to be writers, try other things, unless of cause your calling is to be a CRAP journalist and irresponsible media in which case you are doing quite well.
         A mass leader and crown of Congress in Jammu and Kashmir while addressing mammoth gathering in Bunjwah described that irresponsible media and fake Journalism is bigger threat on Democracy who are spreading hate mongering among society . While praising the efforts of News 18 Urdu , Azad said that due to News 18 Urdu yet peoples are trusting upon Media beside there is bigger threat on Democracy. 
               Scholars penalizes for duplicate content because they are in a constant move to promote quality content. They would like their first page results to be from rich websites that provide their users quality. I applaud them for that effort. They have really worked a milestone. Any content creator knows how it feels when someone just copies and pastes your hard work. 
              Prefer to give you one blog post of real evidence and articles gains the knowledge of one who uses his own mind of thinking to write and encourage any of readers that may be engaged in such an embarrassing practices to refrain from them.
           I personally feels disgusting when I see everyone who fails in every sector and is representing from media channels or print media , that results we are every upcoming days facing hardships due to irresponsible media across the state.
                It is need of hour to tighten the noose of fake journalists and put Complete ban on irresponsible media who are not having a professional qualifications and diploma so as society across the state and county can refrain trust upon press.

           The language of equality is not foreign, nor is it reserved for the privileged; equality is a human right afforded to every person around the world. Equality has never reached the masses because greed has prevented global leaders, teachers, and students from reveling in the achievement of impartiality. First came the fight to end slavery, then the civil rights movement, and not woman women are leading the charge to empower a new era of equality of opportunity; women are at the forefront of a global movement and their willingness to challenge the status quo is admirable, brave, and the future of societies around the world. Woman have steadily challenged hypocrisy by taking pen to paper and writing news articles, books, master thesis, and spreading their plight to anyone who would listen. Simply put, the language of equality is a human right and something every person regardless of their race, sex, religion, or social customs deserves. 
                  People deserve quality of education which encompasses the right to equal opportunity as a fundamental human right that allows people of all social statuses the ability to improve their life through economic empowerment and personal/social development. Gender gaps not only persist in the 21st century, they plague industries and are responsible for woman being paid less than men for equal work. Ensuring equitable and gender-responsive education and empowerment in our systems is a crucial step towards ensuring male and female students of all ages have equal access to education and thus economic and social empowerment.  
              Education is a catalyst for the gender revolution which puts gender specific issues into the public domain so that people become more sensitizes to the plight of gender gaps in businesses, government, and its inequality around the world. Gender sensitization is imperative for changing the stereotypes and platitudes of both men and women but also the community at large. Achieving gender equality and parity is necessary because the attainment of such an objective within society will not only empower millions, but also spur economic development en masse.
Development of a curriculum that considers gender issues has already been created but its implementation around the world is severely lacking. While pursuing different education objectives in different fields further exacerbates both male and female bias, one area that is obvious with male gender bias is the field of artificial intelligence. 
              Looking through a gender lens, education must embrace male and female views while also mitigating their biases; all people must learn how different sexes, people, religions, and people in general think so that they are sensitive to others needs and utilize empathy as a core virtue within education and its rubric. Education needs to promote gender equality by being mindful that humans are innately different just like the iris of an eye or a person’s unique fingerprints. A rigid system will not work. A flexible system that is elastic and adjustable to specific needs can better propagate educational parity and improve retention rates as well as the ability of all people to empathize with those they encounter in society through business and daily life. 
Gender parity and gender equality differ as its evident that parity is acquired when the same proportion of girls and boys are enrolled in educational institutions with an aim of enhancing their educational qualifications, skills and abilities and achieving educational goals. Gender parity may not be based on the merit system and thus a balance between equality and parity will not only be challenging, but difficult to achieve. You either promote the best candidates based on merit, or you promote based on gender equality. This delicate balance can be struck but every business situation, company, or government will have a different view on what works and what doesn’t.
                Sensitizing students through courses in gender and women’s studies will play a big role in educational institutions that wish to achieve both gender parity and equality as well as empowering all people regardless of social platitudes and norms. These endeavors to promote women’s empowerment and gender equity through advocacy, capacity networking and gender sensitization are not only vital for social progress, but an important step for the fight against inequality and towards the achievement of human rights. 

             Gender equality is the process of creating an environment that provides equal and fair treatment to girls and boys, men and women, and other gender types defined by the “gender bread person”. Changes in government policies and applying holistic strategies can gain traction and make progress in the fight for gender equality. When the status of men and women, their access to products, services and resources, and their ability to contribute to, participate in, and benefit from economic, social, cultural, and political activities are equal, equality becomes not a thought, but a reality.
          Attaining equality is not a short-term goal but rather generational regarding education, implementation, and analyzing the impact of what works and does not work. We must care about the entrance of people into the workforce and ensure they have continued education as well as interventions when issues arise that place undue stress or discrimination against people with gender issues.     
                 Equality of education implies equal opportunities to accomplish goals and be challenge with work within a gender equality framework that focuses on real experiences and trainings that empower people to act with fairness, non bias, and an empathetic ear.    
There are four dimensions of gender equality that are multifaceted within all human relationships. Several studies have established that the achievement of education for girls is not mechanical in transforming their lives to benefit from more economic opportunities but wealth and the ability to earn a higher salary or participate in the political process has steadily risen over the last 30 years. More Social mobilization campaigns aimed at increasing the status of women and girls will benefit society and accurately reflect progress in terms that can be leverage in research, business practices, and government structures.
                It is vital to make sure that gender concerns are identified and addressed at the highest level of politics and spread into public policy and governance. Academics must have the knowledge of best practices regarding gender equality and treat all individuals they teach equally.  The integration of gender awareness into our education systems is paramount to making progress with the gender revolution that embraces our differences but also our ability to empathize with all people.
 
                  Entry points for speaking about gender inequalities like enrolment strategies, guidelines and practices, curriculum relevance, learning environments, security, new technologies, and resource allocations should be given significant consideration and even preference in curriculum similarly to the pervasiveness of ethics in business, law, or accounting and finance.
             Analysis of how precise educational programs and policies have an influence on girls and boys in different ways is vital for accounting for different roles, responsibilities, requirements, interests, and implementation of educational programs and their project design. The attitudes, approaches, mind-sets, outlook, learning abilities and perspectives are different amongst girls and the boys which allows our society the ability to leverage the benefit of differences for empowerment and economic opportunity. The identification of differences with respect to these areas is important for carrying out certain tasks and functions that benefit society and how people interact with the world they inhabit. 
                   To promote gender equality in education, recognize and report on the indicators such as total enrolment of girls and boys, gender equality in enrolment, equality in the educational outcomes, and the completion rates of girls and boys, helps policy makers formulate measures and procedures to promote gender equality and not just the empowerment of women and girls. 

                By implementing equality in the procedures that govern education for women and girls helps to integrate their ideas and personalities into the fabric of learning for both males and females while allowing men and women to work together and collaborate on ways to achieve gender equality and parity. Deliberations on the social and cultural barriers that inhibit education for women and girls is as important for motivating change but also including all people to be part of the process; the sharing of ideas in a safe environment will allow men and women to make changes and improve outdated processes or education programs.
                  How many more fatalities will it take for the glass ceiling to crumble and break, and to disintegrate? It took a well-read girl to be shot in the head to convince people to shift from bullets to pen; with ink, we get peace and when we read, we reason and wonder why it took violence and an almost a tragic death to change the world’s view on social norms and morals. There’s always an empty seat in classrooms and a girl somewhere with the want to learn could fill that void and achieve her dreams at a better life for her, her family, and her country. 
                In a sense, people need to unlearn the platitudes of the past. Education should not be something that one has to earn; we must feed curious and hungry minds with the right food for thought and thus personal and social growth. The problem with girls’ education needs to be placed front and center with other issues in society and thus openly debated for progress to be made. It’s time for this language of equality to no longer get lost in translation, to become mainstream communication, to set base as alphabets for language of education.   
Women from landless households, from social and economically backward communities, and those living in the most backward regions of third world countries have all too often been forgotten by the educational and developmental processes. Adapt and transform define how education must change to keep pace with social norms in the 21st century. If you teach a woman, you teach a family. I believe if you teach a woman, you can also free a nation.

It may strange sound but it's true that Chenab Valley having hub of mass leaders from where LOP G N Azad , Dr Jatinder Singh , Daleep Singh Parihar , Mohd Sharief Naiz , Ghulam Mohd Saroori , Shakti Raj Parihar and various others belongs where people are still striving their lives like old age when PM claims Digital India .
Team SHAHEEN Trust, while expressing deep concern slams upon all representatives and Government due to its pathatic attitude toward Chenab Valley . "When People have to suffer due to negligence of Govt, Roads which are considered to be life lines of human turns into deadlines , When Local administration and Govt does not restore or improve the bad condition of roads.
In visuals we heartly expressed that one of female patient is shouldered more than 12 km away from Malikpura and imagine that what development takes place since from last decades .
It was about November that our link road From Bagli to Amraie champal  had been blocked due to rainfall and now more then five month had passed but the administration has not restored the bad condition of road. This is the only road which connect our area with other areas of district.
Our people are suffering a lot, patients are facing problems to reach the hospital it takes days to reach district hospital.
 Employees , students ,and other people of our area are facing problem to reach their destination (ie offices ,schools etc)
Team SHAHEEN said that various times we approached concerned authorities
to restore said roads as soon as possible but unfortunately they have put deaf ears and blind eyes toward this remote area and still no work is in progress . Team SHAHEEN along with locals of panchayat Amraie Champal in Teshil ChillyPingal  are requesting local administration and Honble Governor personally intervene and direct concerned authorities for early restoration of road so that we can get connected to rest of regions and our difficulties came to an end.

              From the posting of Shri Angrez Singh Rana KAS as District Development Commissioner Kishtwar , A new Kishtwar came  in existence which previously was sailing and drenched in boat of corruption, nepotism , and selfishness in and around government offices as well as trade market. Though it was not easy to eradicate such evils in a short span of time but with  the grit, honesty , unfathomable dedication and devotion this dynamic officer proved that transparency, responsiveness and accountability  can be achieved  inside the corridors of government offices, if their is strong will and determination .
            Since the last one year Kishtwar district is running on its path of development and glory which infact is an open book for all its citizens . It can be well imagined what Kishtwar changed in one year surpassed it's achievement during  rest of the years starting 2007 when district Kishtwar was carved out from erstwhile district Kishtwar .

             Though some miscreants and black mailers whose illegal shops got shattered with the action of the Officer always remained hell bent backed by their political masters to malign the dignity and image of such an honest officer who is down to earth and whose journey starts from a middle class family . This could be gauged from the fact when any poor or middle class person approaches DC Kishtwar for help who in turn provide them all the assistance and rapidly solve their problem . Few weeks back , he arranged a chopper for a child to shift him at Jammu for better treatment and parents when talked with the writer  gave him status next to God who have done extraordinary help and came as saviour of their children .
             History speaks that everyone who treads on right way become target of some selfish persons but fact is that DC Kishtwar is performing his legitimate duties relentlessly for betterment of society irrespective of so much of hurdles created by unscreplous elements of society. He is known as king for quick action against corrupt mafia .

          During last year , under the able guidance and supervision of Angrez Singh Rana Municipality and Panchayat election were smoothly conducted and there was no complaint received and in upcoming  Parliamentary Election which are scheduled on 18 April , in respect of this district Shri Angrez Singh Rana conducted lot of awareness through rallies , awareness programmes, democracy run, nukkad natak, live demos, SVEEP express etc. with an aim that no voter to be left.
          Few days ago some Sarpanches hold protest against DC Kishtwar and demanded his transfer. What they were protesting was their right but their protest indicates that they are not getting hefty and undue benefits from departments and RDD on account of commission because DC Kishtwar has tightened noose of corrupt Officers and Officials and thus bringing transparency in district . In all  public meeting , He seeks cooperation from all sections of society in eradicating the menace of corruption and other irregularities as there is no visiting hours for public and the door of DC Kishtwar Shri Angrez Singh Rana is thrown open for every citizen.
              A KAS or IAS spent his half life in studies for preparation and after passing such tough exams he  often face great despair when a political leader or MLA  who even has not passed class 10th while calling himself as a lawmaker and representative of public  for his personal gain or otherwise pressurises an officer to do things even in violation to rules.
       It is high time to debate on this crucial issue that there need to be a specific qualification required for becoming lawmaker or representative of public  including  Panch , Sarpanch , Member of Legislative Assembly , Member of Parliament and even Chief Minister or Prime Minister so as the hurdles in the path of development can be removed and corruption free environment can be seen in society.
             As far as poor and voiceless masses all are praising DC Kishtwar Shri Angrez Singh Rana for his outstanding support towards poor masses and tough stance against corrupt and so-called leaders.

Kishtwar, April 04: .......... To ensure smooth conduct of General Elections in the district, District Election Officer Kishtwar, Angrez Singh Rana today convened a meeting of Zonal and Sectoral Magistrates deployed for the Polling stations in the district.

The DEO, on the occasion stressed for 
ensuring error-free polling process and asked them to share active coordination between Zonal and Sectoral Magistrates and with polling staff for the smooth conduct of the elections in the district  

He further stated that the Magistrate should be well familiar with the location of the polling station, collection centres, route map, sector, transport andcommunication plans.


ADDC Kishtwar,  briefied the participants regarding the start of the poll, time of first vote cast,  besides reporting about any law and order situation asked them to flash reports to his office from time to time.

He further briefied the magistrates about MCC and asked them to strictly adhere the Model Code of Conduct rules.  


At the outset, ARO-51 Kishtwar (ADC) briefied about their responsibilities as Zonal and Sector Magistrates and asked them to act as a felecitator during the election process for free and fair and smooth conduct of elections. 

Nodal Officer Communication instructed the magistrates that end-to-end movement of all reserve EVMs and VVPATs shall be carefully monitored at all times, for which vehicles of sector officers, with reserve EVMs and VVPATs, shall be fitted with GPS tracking system.

Meeting was followed by detailed training session.

Former Chief Minister and Karnataka BJP chief BS Yeddyurappa while reacting on recent war like situation between india and pakistan said that the the BJP would benefit from the preemptive strikes carried out in Pakistan and will help the party secure more than 22 seats in the upcoming Lok Sabha elections.

But Mamta Banerjee , was the first mainstream leader who  accused the Narendra Modi government for ignoring intelligence inputs because it allegedly wanted to politicise the death of jawans and create an “atmosphere of war” ahead of the Lok Sabha polls.
Furthermore, The Trinamul Congress chief, while addressing a core committee meeting of her party, lambasted Modi, BJP chief Amit Shah and the RSS-BJP-VHP combine over their alleged attempts to polarise and divide the people ahead of the general election.

Mamta Banerjee  said , The BJP led govt wanted to do politics over the bodies of jawans. They wanted to create an atmosphere of war for political gains and this time The people will not be fooled. You can fool all the people some of the time and some of the people all the time but you cannot fool all the people all the time.

Punjab Finance Minister Manpreet Badal called upon the BJP not to exploit the Indian Armed Forces for the political gains, while asking them to keep the same away from the electoral politics.

Communist Party of India State Secretary R. Mutharasan said that The Bharatiya Janata Party (BJP) will not be able to win the Lok Sabha elections even if it tries to take political advantage of the attack on CRPF personnel at Pulwama and the subsequent air strikes on “terror camps”, 
According to Dr  Farhat Haq (Senior Analyst from USA), The popularity graph of Indian Prime Minister Narendra Modi was declining so he is using Pulwama incident as political stunt to retrieve his popularity and get the sympathies of international community. Pakistan is taking right measures at the diplomatic level and highlighting Indian baseless allegations on international forums. The American establishment always wanted to normalize Pak-India relations as both are nuclear powers. US State department and Pentagon could play an effective role to mediate and resolve Indo-Pak tensions.

As per the media Reports , A day after sealing the seat-sharing agreement, the shiv Sena asked the NDA government not to behave in a way that would reinforce the charge that it was trying to inflict a war on the nation to influence poll results.
Riots and terror attacks should not be milked for “political gains”, the Sena said in an editorial in the party mouthpiece ‘Saamana’.  
Targeting students from Kashmir over such incidents could spell more trouble for the government, shiv sena warned. Without taking names, the party said, “Sometime back there were political allegations that Prime Minister Narendra Modi could wage a small-scale war to win elections…The rulers should not behave in a manner that these allegations gain credence.” Referring to the Pulwama bombing, the Marathi daily said, “The country is still boiling over the terror attack, hence there will be criticism.

The Opposition leaders , civil society organisations  called that India’s cultural heritage, unity, federal structure, institutions, the Constitution, history, everything has been destroyed .This dictatorial regime of the  Modi and Shah, must be toppled to save this country.

           Kishtwar township popularly known as "valley of saffron" in Chenab Valley of Jammu and Kashmir state had created a history of brotherhood and humanity during past few decades , when whole state was in turmoil of militancy and terrorism . From past , Kishtwar witnessed various ups and downs among various sectors , but it was our ancestors who always keep torch of humanity glowing and had created history of brotherhood in the state . 
                Kishtwar,  the remote town in Jammu and Kashmir that has been in the news for communal violence from past few days, till two decades back Kishtwar was known for its intercommunity relations. The common refrain here used to be the exemplary situation in 1947 when conscious collective efforts were made by the elders of both the Hindu and Muslim communities to maintain the mutual trust that existed between them. While communal riots took place elsewhere in Jammu and in the nearby towns of Bhaderwah and Bhalessa, Kishtwar remained totally unaffected. So safe was this town that Muslims from other parts of the region sought refuge here and continued to live here.
             The town that forms the district headquarters (the district of Kishtwar was carved out of Doda district in 2006) represents a mosaic of religious, linguistic and social identities and is known not only for its inclusive social and cultural life but also for shared religious spaces. 
             "The patron saint of Kishtwar is Hazrat Shah Farid-ud-Din Baghdadi — a Sufi saint who is known to have spread Islam in this area — whose shrine is revered equally by Muslims and Hindus. Local narratives about the saint, especially those told by Hindus, have a special mention for his Hindu Rajput wife and the reverence they have for her. Also revered is his son, Hazrat Shah Asrar-ud-Din Baghdadi, who is said to have miraculously revived his Hindu friend after he had died".
                Being part of a backward district, people here have been united in their varied struggles. One of the prominent places of the town is a memorial with three graves and two samadhis. Five students — three Muslims and two Hindus — were killed in the early 1980s while agitating for a college. People here have also collectively agitated for district status for Kishtwar.
              Inter-community relations started changing in Kishtwar in the early 1990s. This was the period when militancy entered the district of Doda. The vastness of the district, with a difficult mountainous terrain and villages located in remote areas, provided a safe haven to militants. The demography of the district also provided them a reason to base themselves here. Though the concerns of the district remained different, the ethnic Kashmiri Muslim population of the district (mostly migrants from adjacent areas of Kashmir) generally sympathised with the politics of the valley. That is the reason why, to begin with, there was a local recruitment to militancy as well. However, gradually, foreign jihadis started outnumbering the local militants and the response of the people towards militancy also started changing.

             Militancy created its own kind of divide between the communities. The Muslim population got struck between the militants and the security forces. They were compelled to cater to the demands of the militants, mostly of food and shelter, and were thereafter also pressured by the security forces. The violence that was perpetrated during this period created the first seeds of mistrust between the communities, though intercommunity relations were not as much affected even at that time.
It was the selective killing of Hindus by militants and the creation of Village Defence Committees (VDCs) that created a major change in the response of people towards each other.
            The first such selective killing took place in 1993, when 17 Hindus were identified and killed in Sarthal near Kishtwar. The spate of selective killings continued in the erstwhile district of Doda, including in Kishtwar, especially in the period between 1996 and 2001. The concept of self-defence by forming VDCs and arming the villagers was initiated as most of the communal killings were taking place in remote areas that could not be covered by the army. However, the VDCs were also selective in their composition. Most of the VDCs were formed in majority Hindu areas. This, coupled with the application of the Disturbed Areas Act, polarised the responses of the Hindus and Muslims.
             It was the selective killing of Hindus by militants and the creation of Village Defence Committees (VDCs) that created a major change in the response of people towards each other. While the Hindus, feeling vulnerable and targeted by the militants, found some relief in the idea of VDCs, the Muslims feared the arming of one community as a potential danger to themselves. It was time when terrorism sows the seed of break-up among both communities over a selective killing aross the district.
               The selective killing of Hindus was aimed at provoking a communal backlash in the multi-religious Jammu region of which Kishtwar is a part. Fortunately, this never happened. Despite a series of such killings, the region withstood the test and maintained its tradition of communal amity. However, in the Doda belt in general, and Kishtwar in particular, the stress on the fabric of intercommunity relations was gradually becoming visible.
               This was reflected as early as 1993, when there was the first outbreak of communal tension. Since then, there have been some minor frictions but also some major violent clashes, as in 2003 and 2008. A few shops were burnt and some people were injured in 2003, but in 2008 two people were killed. Even though militancy has declined, communal sensitivities continue to be exploited by political actors. Over time, rightist politics and fundamentalist forces have gained much space. Jamaat-e-Islami and RSS have created exclusive constituencies of Muslims and Hindus. Working on these exclusive constituencies, almost all the political parties operating in the area, including, the Bhartiya Janta Party , National Conference, Congress and Peoples Democratic Party , find it convenient to mobilise support by playing on the fears and mutual suspicions. That results Kishtwar by becoming prey of politicians  for their pity gain . 
                 "A month ago killing of Parihar brothers shocks the kishtwar town over such henious incident and general public from both communities comes across streets and seek justice but politics once again rocks and tries to push back kishtwar in 1993 situations only for their pity gain . Killing of Parihar brothers is condemned by various social and political activist but calling each other anti-nationalist had once again hitted back the kishtwar . In the meantime installation of bunkers in kishtwar town is once a great threat to brotherhood among both communities as the installation of bunkers is for safety of public ,but some miscreants are socially and politically raising the issue for their pity gain ". 
                In the kind of polarisation that has been taking place and the warning signals that have been coming from time to time, it was essential for the state to take corrective measures. With Kishtwar’s socio-cultural milieu, it would not have been difficult. There have been enough signs that everything is not lost there. Despite the vulnerability felt by Hindus during the period when selective killings were taking place, there was no out migration at the societal level and the bonds between people of different communities have continued. That is the reason why it does not take much time to normalise the situation after each flare-up and why, between two moments of communal clashes, there is normal intercommunity interaction. People attend each other’s festivals and marriage functions, and continue to have a mixed social life. Despite the earlier communal clashes, Kishtwar continues to have localities with a mixed population that are enough examples of people of different communities taking care of each other. Even as this family’s shop was burning in the market, Muslim neighbours took upon themselves the responsibility of protecting their house. 
             It is time to kishtwaries to wake up and express their resinment against those who are polarising on basis of religions only for their pity gain .
